Kaiserpermanente doctor declined our insulin pump/CGM request for my dad with Stage 4 kidney disease, prescribed Humulin 70/30 instead

He said "a machine is not an excuse to not take care of yourself."

My dad works from 1pm to 1am, and is unable to check his sugar and inject insulin at work, as he was prescribed by his previous doctor to do so. This happened for 2 years now, and we can see the effect of this on his kidneys, where his results were actually improving during the previous year where he was able to get his injections at his previous work.

The doctor prescribed to inject 26 units of "Humulin 70/30" (this is the brand name, not dose) before he leaves for work, then 18 units when he comes home.

My question is, how safe is this for someone unable to check his blood for 12 hours, who is also taking long drives to and from work? Would this be dangerous if his blood sugar ever gets too low?

Our plan is to test this out first and get another doctor at Kaiser. The insulin pump and CGM combo is covered by Kaiser, so I don't know why the doctor would decline it.
