Trump administration describes executive orders to lower cost of prescription drugs including insulin

Here is a press conference describing four executive orders to lower prescription drug costs including Insulin directly for community health centers. The fourth order would allow medicare to set its price to match the lowest rate in other countries, for prescription drugs. I am not sure that I understand what the effect of these would be, and am curious what everyone's thoughts are about them.
